You will notice that the first link is to the biography of George W. Bush on the White House web site. Is this because Google is partisan? Sadly, no. Google's API generates scores based on a number of characteristics. For a rare phrase like "miserable failure," getting Google to point where you want isn't too difficult.
The last link there points to the desired link on the White House site. When Google scans this blog entry tonight it will see the link and add the words "miserable failure" to the link. If enough bloggers do this then the ranking of that match will rise until it dominates the web.
I love technology, and did I mention that Bush is a miserable failure?
